Up to six neighboring counties may charter as a single chapter, and the chapter must have at least one member from each county represented.

All chapters must have a minimum of five members, one of which must be elected Chair. Counties with 20 or more At Large Members must submit a chartering application.

Chapters must then submit bylaws, lists of their members and officers, and complete the chartering application.

Provisional charters can be accepted at any time, but all chapters must charter ahead of the annual State Convention.
Types of YDSC Members

ACTIVE MEMBER: In YDSC rules, "Active Members" refer to YDSC members who are in counties with chartered units. Chartered Units may have additional requirements in order to run for leadership in their chapters. Please check in with your chartered unit's leadership for more details.

AT-LARGE MEMBER: Refers to YDSC members in counties without a chartered unit. Counties with at least five At-Large members are strongly encouraged to charter with YDSC. No county may have more than 20 At-Large Members. Counties with 20 or more At-Large members are required to charter with YDSC at the next State Convention.

TEEN MEMBER: A Teen Member is a YDSC or SCHSD member that is at least age 13 or older, and is an Active Member of a YDSC or SCHSD chapter, an At-Large YDSC Member, or an At-Large member of SCHSD according to their bylaws.

NATIONAL MEMBER: The Young Democrats of America guarantees membership to all Young Democrats with a residence or registered to vote in the state between the ages of 18 and 36. National Members are entitled to vote and participate in YDA meetings including the YDA National Convention, and to run for statewide offices in YDSC.

STATE MEMBER: YDSC extends membership past YDA's 36th birthday cutoff, to a member's 40th birthday. State Members cannot vote in YDA matters and are not allowed to run or serve in YDSC statewide elected offices. State Members are entitled to all other rights and privileges of YDSC members including the right to serve in appointed statewide roles.
